can i create visuals with a live connection and with a excel data by creating relationships between them.

In case of Live Connection it is not possible to use Multiple Datasources
Also until June version of Power BI Desktop, when ever you use a excel you should have to import the data to Power BI i.e. It works only in Import Mode.
May be will the latest July Version Update of Composte Models (preview feature), it might allow you to connect a excel file from Import Mode and others from a live connection. Not sure but, you should check on the same.
