I would like to create a column or measure that calculate the Year target based on sum of month target and display in a chart as one horizontal line (month as x-axis) filtered by data in another column (facility). The "Year Target" in below table in what I am trying to get. Some of the rows have month target empty.
Facility Date Month Target Year Target

A Feb-19 50 250
A Mar-19 50 250

You can try to use following measure formula to calculate the year cumulative based on current year and grouped by Facility.
Measure = VAR currdate = MAX ( Table[Date] ) RETURN CALCULATE ( SUM ( Table[Month Target] ), FILTER ( ALLSELECTED ( Table ), YEAR ( Table[Date] ) = YEAR ( currdate ) ), VALUES ( Table[Facility] ) )
