I have a slicer that is hiding behind a background image. I want it to sit on top of the image but can't figure out how to do it. There are other slicers that are sitting on top of the same background image but I can't see any difference vs the one that sits behind the image.

Is there a trick to fix this?

Try selecting the slicer >>go to format tab>>bring to front
