I'd like to show No Value to the second chart if i don't filter on anything , mean the second chart can be showed the value if we click or filter on anything. How to acheive this ?

It seems there is no better way to achieve that.I would suggest you add a year slicer.Then create the measure like:
Measure = IF(ISFILTERED(Table1[Year]),SUM(Table1[values]),BLANK())
