We have a custom Map visual, that has a static line for a planned path, a set of points for actual location, and a set of points for survey locations. There is not relation between them. Once the planned path is plotted, we'd like to add slicers to select the range of survey points and/or actual path. But again always have the planned path show as static.
How do we have 3 data tables of measures plotted in the 1 map visual. The data set is too large to have many-to-many fake relationships.

Not sure what kind of custom visual your are using.
In my case, I would take a try of "Route map" custom visual.

The Route Map has a path, with attributes applied to that single path (timestamp, legends..).
We need 3 unrelated paths. The purpose would be to compare the planned vs actual vs survey routes.
