how to deal "Blank" in card condition filter base

Time:

data:

Condition is when i show "time" in card with today date fliter if there is no data card show "Blank" 

how to deal with Blank to <Space> or <Null>

I tried 

Measure = IF(CALCULATE(distinctcount('MasterExchange Rates'[Date]),'MasterExchange Rates'[Date] = TODAY()-1), TRUE(CALCULATE(MAX('MasterExchange Rates'[Time]),'MasterExchange Rates'[Date] = TODAY()-1) ,FALSE()))
