how to consistently color visual dimension values

I have a report with lots of visuals.  Most of these visuals will be broken down by field (dimension) [Mbr Mkt].  [Mbr Mkt] only has 6 values.  I want the color for each of these 6 values to be consistent across all visuals.  And, because there are so many visuals, it would be unreasonable for me to manually pick the 6 colors in each and every visual.  So, I created a report theme (accepting that the same theme will apply to visuals that don't use [Mbr Mkt]).  However, the colors I have set in the report theme are not always matching the desired mapping for [Mbr Mkt].  And, the colors seem to be randomly applied upon clearing my cache.  How can I solve this?

 

Here is my desired color mapping for [Mbr Mkt].  Unless I'm mistaken, Power BI assigns the color values alphabetically for a given dimension.  So, in my "mapping", I arrange [Mbr Mkt] alphabetically.

Here is my report theme json file.  As you can see, its order matches that of my mapping.  So, for example, if the visual uses [Mbr Mkt] as a dimension, 'EE' should appear as dark blue.

Here is an example of the report theme not applying as desired.  For example, notice that [Mbr Mkt] 'EE' should always be dark blue, and yet it appears as light blue in every visual.

I have confirmed that my imported theme is present.  Creating a new theme via 'Customize theme' produces the same unexpected assignment of colors.  Clearing my cache also had no effect.  So, it seems that my only solution is to manually select the colors in each and every visual.

It works well in my powerbi desktop . I didn't see any  error from your json file .It's so strange.
