how to calculate different time with specific time

Dear All,

Base on the below table how to calculate MTTR-1 which is the value (MTTR - (NTT_CREATED_DATE - same date ntt created date@0900am only)).

 

Then actual MTTR is base on below condition

if A = MTTR
If B and resolved below 0900am = MTTR

If B and resolved above 0900am = MTTR-1

what is your expected output? could you please explain the logic of your formula? 

(MTTR - (NTT_CREATED_DATE - same date ntt created date@0900am only))
