By going to the Public Sector Industry solution example at https://powerbi.microsoft.com/en-us/industries/public-sector, there is a green box with what I assume are measures for each country. If you select a country, the values shift accordingly. I want to emulate this, but I can't figure out how they did that.
What I see in the sample is: two columns, right-aligned first column, and centered values in the second column. The visuals I've tested (card, multi-row card, table, and matrix) either do not have left-aligned label capabilities, or I can't get row headers to show. I was thinking just a text box for each label and a card visual for the value, but I can't get them to line up as nicely as the visual. Any insight as to how the sample is accomplishing this?

As I tested, card visual and line up, and you can set the data, card outline using the hammer button.
For text visual, it refers to text box? You can set text right/left/middle(highlighted in red line) aligned to line up.
