Can this issue disappear after disabling "WebView2"?

 

And here is the official document about Resolve issues related to WebView2. Please check if it works for you.

 

In addition, have you tried one newer verison of Power BI Desktop?

@Anonymous < what is size of your Pbix file. RAM od system and free RAM and Hard disk, before Power bI Start.

 

Usually 4-10 GB of memory (RAM insculidng Virtual RAM), and 20 Gb free hard disk space should be there
