It seems you may use <>BLANK() or use SUMMARIZE function. If it is not your case, please share some data sample and expected output. You can upload it to OneDrive or Dropbox and post the link here. For example:
Table = SUMMARIZE ( FILTER ( Table, Table[EndDate] <> BLANK () ), Table[PartyID], Table[PartyName], Table[EndDate] )
