different scenarios per row

Hi Guys

 

I am looking for solution to a request i got in our team. We are doing modeling using different scenarios. Belov is a short sample of how i want the final table to operate.

 

Lets say, I have 4 different customer categories in Austria and I would like to calculate the impact on the business aplying two different scenarios per category. One scenario "Flat at 18" second is "Same Rate as 17 to 18; Cap 30%".

I was able to create a solution where you can switch between these two different scenarios and the result in the table will adjust. Is there a way I could create an visual that would allow me to do diffrent scenarios per line rather than per column. (see example below. ). I told my team that this is probably not possible in PBI as the fundamental different between pbi and excel is that excel operates on cels and pbi on columns. 

 

I feel this is stupid questions but I wanted to try before
