date format not working correctly replacing s with 0 and other letters in month name mmm YYYY

hi I have a date format query I am hoping someone can help with. 

 

I have a calender table with a date column 

 

I've got a measure in my visuals (a card) to show some text as the % is in a seperate card....

measure  =
"%  impact rating of Low from "  & FORMAT(MIN(cal[Date]),"mmm yyyy" & " to " & FORMAT(MAX(cal[Date]),"mmm yyyy" ))
 
 
All of sudden the visual card is returning a weird format for the date... 0ep instead of sep see below
 
Any ideas?
