data not showing in matrix visual when using filter

See Function Lead tab - I am having an issue when I use slicer at the top for Test and change it to either Yes or No, the data in the bottom matrix chart (Class competency skills) disappear?  I have not been able to resolve.  It shows data once I select all but not when I pick either Y or N        File below

The relationship between 'function lead survey' and 'function lead survey competencies' via the joining table is not working properly.

The joining field is a datetime in one table and text in another.  They should both be datetime.

So when you select a value in the slicer it gets the date from the same table and tries to filter the other table and it gets no matches hence no data in the matrix.
