create a rolling headcount measure that updates based on date

I am trying to create a dynamic headcount measure that compares to the same time last month/Quartter/Year... 

This would be based on start date,  term date... and if still active, term date would be blank.

I have a seperate DATE table that is already set up

the desired outcome is to have a graph/Card that updates based on "Today" and 30 days prior to and shows and  an increase or decrease in headcount

the data is very simple

ID                   START Date      Term Date        

100023456      11/30/2016

100023769      10/21/2006       01/2/2019

100098762       02/23/2010      05/26/2019

123004321       07/10/2011    

132478000       08/28/2012      06/21/2019

I will only be focusing on these dates for this particular calculation... I would liketo see on Friday each week.. a total employee count as of that day  and have a field that dynamically calculates the difference 30 days prior to.

            Today                                             HC              Difference Last Mo

FYI   6/21/2019  --  Total Headcount  -- 2400   +/- 3%(30 days peior)

What is a headcount and how do you define it?

Total employee count is a distinct count of ID from the table above or count rows of the same table???

That is correct but its a little more difficult when you are doing a  YoY or QoQ or MoM look
