counting occurrences of an item throughout weeks

Hello,

I am stock with a request I received. I am being asked to be able to count how many times does a component comes as shortage throughout time, using the example below I would need something that returns the following:

With the below table I will be able to see which components need inmediate attention, which ones are frequent visitors in the shortage report.
