conditional sum on line and stacked column chart

hey guys 

hopefully someone can give me a hand with the following question :).

i have the following dataset :

i placed the rolling total of the final price and a date count of the acq date column to measure how many apartments were sold over time.

the graph looks currently like so :

 i'd like to show another line displaying the value of the remaining apartments by using the asking price collumn.

problem is i cant figure the measure syntax because first it'll have to check if the x axis period is before the acq date and based on the answer it'll have to sum the asking price column.

example : if the X axis filter is on Q4 2018 it should sum the asking price column on rows where there is no Acq date and rows                           where the Acq date is after 31/12/2018.

another one, anyone knows how i can change the x axis display so it'll show only the years but with quarterly line markers and columns?

For this issue, could you please share your PBIX/some sample data and expected result to me if you don't have any Confidential Information?
