conditional sum and sum of calculated measure

Hi,

Have a calculated measure to determine if target met which gives value of 0, -1 or or 1 depending on if target met.

Wish now to sum these where value = -1 

Have below

sumx(filter('Calculated Measures table',[target_met_flag]=-1),'Calculated Measures table'[target_met_flag])

However, isn't summing these correctly.

Even a sum(Calculated Measures table'[target_met_flag]) is not showing as expected

Table has region, week and trying to display the summed by values by region and week in matrix but correct values not being shown correctly.
