Your question is not clear.  What exact numbers/percentage are you expecting?

[percentage] is the distribution of work costs

the distribution of building 45 is the standard

I need to compare the percentage of each building with the standard (45)

Write this measure

=[total cost]/CALCULATE([total cost],'fact'[building]=45)

Hope this helps.
