combining 2 different measure

Dear community,

I have 2 measures below.

let say output of the First measure is in % & is 58%

and let say output of the second measure is numbers & is 98,807

i would like to merge/combine/concatenate the below measure and get an output like

"58%, 98807"

Let me know how to concatenate the below measures, so that i get the combined out "58%, 98807"?

Variance = IF([selectval]="Plan",IF([Plan]=BLANK(),0,-([Plan]-[Actuals])/[Plan]),IF([MLO Total]=BLANK(),0,-([MLO Total]-[Actuals])/[MLO Total]))

Variance ($) = IF([selectval]="Plan", IF([Plan]=BLANK(),0,([Plan]-[Actuals])),IF([MLO Total]=BLANK(),0,([MLO Total]-[Actuals])))

Measure 10 = FORMAT([Measure 8],"PERCENT") & ", " & [Measure 9]
