I have the below data in power bi.

I want to convert as mentioned below.

i tried with the new column as
Target_New = IF('Table'[Type] = "Num", 'Table'[Target], FORMAT('Table'[Target],"Percent") )
but was not successful.
Any assistance on this is much appreciated.
