cant publish to new workspace

After downloading .pbix from one workspace, I can not putlish to another workspace. When I hit publish, only option is to replace existing report. Never seen this before. 

I am owner/admin as well.

You probably only have workspace admin, not tenant admin. I would suggest you contact your tenant admin to grant you permission to a different workspace

Thanks for replying. I have been able to download and publish reports to other workspaces and I still can with other reports.

I'm beginning to think its report specific but can't pin point the issue.

Are you using Direct Query or Live connection? There is a thread discussing about this issue, but no solutions yet. Let's see what the Power BI team say.

I went through the thread, that one is giving a clear error message that it's an access issue. 

This issue is misleading becasue I can download and publish other reports, this is the first one giving me an issue.

In addition, if you get data with power bi dataset connector, you could only publish the report to the same app workspace.This is a limitation for this feature.

• When you create a report based on dataset using a live connection to the Power BI service, you can only publish that report to the same Power BI service workspace that contains the dataset being used.
