is it possible to calulcate the first instance of a value when summarisecolumns in a new table in power bi. I want the first instance of column b in table A.

As the formula Akhil shared, I made one sample for your reference.
Table New = SUMMARIZECOLUMNS ( 'Table'[MonthYear], "DaysinMonth", MIN ( 'Table'[DaysinMonth] ), "WorkingDayNumber", MIN ( 'Table'[WorkingDayNumber] ), "Non-Working Days", SUM ( 'Table'[Non-working Days]) )
Also please check the pbix as attached.

Not fully sure why you want a new table. Anyway, you could do like this:
Table New = SUMMARIZECOLUMNS ( Table[Month Year], "DaysinMonth", MIN ( Table[DaysinMonth] ), "WorkingDayNumber", MIN ( Table[WorkingDayNumber] ), "Non-Working Days", SUM ( Table[Non-Working Days] ) )
