When working in Power BI Desktop, you need to Ctrl+Click to activate buttons. But when it gets published to the Power BI Service, a simple Click will activate it.

Think about it, you want to highlight the object so you can change its properties. How might you do that? Instintively, you would CLICK on it. That's why the Ctrl+Click is used for the design environment (Desktop).
