arcGIS continually claims I have not accepted terms of use

I'm working on creating an arcGIS map visual in my dashboard, and it continually grey's out and shows this screen: 

even after I initally accepted the terms and conditions. I'm unable to do anything except reopen my file and work until I see the same error again.

Hi @Anonymous ,

First, you need to check settings in your tenant. please check with the administrator whether the option "Use ArcGIS Maps for Power BI" (Select Settings > Admin Portal > Tenant settings)has been enabled in Power BI Service. Besides that, please check whether it hit any limitations refer in this official documentation.

As a workaround, you can also try to use an incognito window. Using this window, user who didn't get the Arcgis maps acceptance of terms, will get this option now.
