adding a callout for stacked column [ / histogram ] chart outlier

I have a stacked column [ / histogram ] chart outlier that i'd like to affix a callout to in order for visitors to immediately be drawn to it and its value w/o having to do a mouse hover over as i've done to produce the attached screen grab.  

 

Does power bi have a way for me to affix a column [ / histogram ] chart outlier callout [ / bubble ] similar to the one that is generated by a mouse hover over?

Not really, I created the above using a rectangle shape, a triangle shape and a text box though.

Thanks for response and suggestion.  Was able to use that model to add a callout but not without a lot of frustrating item selection clicks and resizing efforts.  I'm guessing asks for callout w/ text squares and bubbles support were added to the feature request list previously as i'm sure others have wanted to do this.  Even if it was provided in form of ability to pin mouse hover over surfaced visual that would cover perhaps common cases.

Yeah, you could also maybe do something in Visio or your favorite picture editor/creator and save that as an image and insert it that way, but yeah, not optimal by any means! I like your thought about pinning a Tooltip to the page, that's a cool idea.
