accessing related item when expand command not allowed

Hi,

I am seeking assistance in trying to access a related item between 2 sharepoint lists.  Tables are issues and risks from Project Online.

Essentially I am trying to access the link between an issue record and a risk record.  The tables are populated via Odata and the $expand command is not enabled so I cannot expand the related data.  

I have created a merge dataset, but it just duplicates the records (1 issue relates to every risk), which is not what I want.....

Is there anyone who may have an idea on how I can access the information that I am trying to access

is there enough information in the tables to make a detailed enough merge? you can do joins on multiple columns with Ctrl pressed in the merge window, but if the detail is not there this is not gonna be helpful
