Hi,
I want to show the count for the same period of time year over year in a bar chart once the dates are selected.
It currenlty shows the sum of values across the years, regardless of the date selected.
Please help.

Let's just see the slicer, we can see this is a report about date from 1/1/2018 to 1/10/2018. But you still need the data of 2016 and 2017. It could be complicated. Several measures could help. Can you share you pbix file if possible? A dummy one is enough.
Because the solution depends on your data mode. If the dates are from the same column, the dates out of 1/1/2018 to 1/10/2018 will be filtered out.

It seems the field of the slicer is from a wrong place, which has only dates of 2018. Please check it out. Or maybe there isn't a proper relationship. Please provide the pbix file if possible.
