Yearly Total in a Column

I have a requirement where I need to use SUM of yearly numbers in a calculation against each row within a year. I am new to this community and not sure if I am able to explain it properly or not. Fiscal Year and Fiscal Month are the two rows in the matrix. Thank You in advance.

@NishPatel , Try one of the two measures with Rate measure

 

calculate([Rate], allexcept(Table, Table[Year]))

 

or

 

calculate([Rate], filter(allselected(Table), Table[Year] = max(Table[Year])))

Hi Amit, If i use this measure in another matrix, the result is not right. So the file I data I shared earlier had Hours by Month. But if i add one more level below (Row under Month), Employee then the number are changed. How can i make this numbers not to change? Thanks again in Advance.
