In earlier version of PowerBI the X-Axis Constant Line was clearly available.
In the latest update, it does not seem to be an option.
All I get is an option for "Constant Line" and it appears to be a Y-Axis Line.

Yeah, so, it was my error. The bottom example in my original post, the X-Axis is the hour. Turns out, the datatype was still Text. Once I realized, and chaged it to whole number, it worked.

Interesting. On my version the order of the items is different
And the X-Axis constant line is available
