Working out averages in one measure column? Please Help!!

Can someone help me? I need to create a visual that displays the average per category? How do I do this? Can it be done with one measure/column? Currently my only option seems to be splitting each category into a seperate column for each issue and then creating a measure.

 

There are filters on visual on store number and date.

 

I have uploaded a sample power bi file which will hopefully explain what Im after. Please take a look at the sample file before providing a solution. Many Thanks

Averagex(filter(allselected(Table), Table[Category] = max(Table[Category] ) ), Table[Value])
