Hi @dzed ,

Firstly, please check if your environment meets the Supported Operating Systems below.

  • Windows 10, Windows 7, Windows 8, Windows 8.1, Windows Server 2008 R2, Windows Server 2012, Windows Server 2012 R2
  • Microsoft Power BI Desktop requires Internet Explorer 9 or higher
  • Microsoft Power BI Desktop is available for 32-bit (x86) and 64-bit (x64) platforms

In addition, the installation of power bi desktop is not related with the license. You need sign in Power BI account when you go to Power BI Service. There are two licenses for Power BI, Free and Pro. You could have a good look at from here

As I know,  Office 365 E3 licences only contains Power BI Free license. If you want to use Power BI Pro license, you could consider to purchase  Office 365 E5 licences.

More over, we always install the latest version Power BI Desktop, you could download from Microsoft App store or download from the web page.

If you download from Microsoft App store, the desktop will update automatically every month.

If you download from the web page, you need to update the desktop version manually monthly.
