Why do some visual toolbars appear at the bottom of the visual?

In this report, the "toolbar" for the visual appears at the bottom where most of the time it appears at the top. This causes an issue as it overlaps with the visual below it and creates a functionality problem. How can I move it or rearrange the visual so it appears back at the top?

@jdubs - It all depends on where they are located on the page. If they are at the top of the page, those will appear at the bottom

Actually Greg, that does not appear to be true. It seems to be more of a resolution issue. If I view the report on my laptop, the toolbar is at the bottom of the visual, but if I move to my second monitor (22") the toolbar moves back up to the top of the visual where it should be. I wonder if there is a way to "lock" it.

As far as i know, there's no such feature currently.
