So in the most recent release of Power BI Desktop, I've encountered the same issue several times.
I go to Publish a report and I get a login popup. This login popup and publish are happening at the same time, and I can't log in and the report publish never happens. I end up having to go to Task Manager and end the task. Luckily Power BI has the autorecovery, but this is very annoying.
I have also received this error after I've already logged into Power BI Desktop. The popup doesn't happen all the time and I've still been able to publish some reports, but it has happened multiple times now.
I'm wondering if it's a bug in the newest release.

Thanks for the quick fix. That seems to have worked. When my log in times out, I still get a pop up asking for the password again, but Power BI doesn't freeze and I can still publish the dashboard.

I have had this issue over the last couple of days - What I found was, that the prompt for login and prompt for which workspace to deploy to are blocking one another, it seems.
I still have this issue, and the current resolution is to kill Power BI Desktop in the Task Manager and then rely on the auto recovery file.

I'm surprised you're still having the issue. I downloaded Power BI Desktop from the link that @v-yuezhe-msft provided and I haven't had any issues since.

I am having the same issue after upgrading to the January release. It seems to occur after the SSO sign in times out and you try and publish the report.
