Here is my table:
Both Alertcount and OkCount are whole number columns with dont summarize. When I add these to the 100% stacked chart they go as COUNTS. Why would I want to count these values? I want values. Any idea?

It seems like you setting the numeric field with the 'do not summarize' mode. It will ignore the default aggregate, but it not means they can directly use visual charts that required value summary. Power bi will aggregate them with 'count' mode. (similar to text type field)
For this scenario, I'd like to suggest you reset them to default and add more categories to your chart, then power bi will auto-summary and split these values based on different category and legends groups.

That's why this product is so difficult to use.
@Markzolotoy , every tool has its own way to deal with things. If you let us know what you are trying to do(with example), someone in the community will be able to help.
@Markzolotoy , All the visuals will need aggregated columns/measures in Values(other than axis and legend). So if you do not give summarization, default is count.
