Web And Desktop TODAY() disconnect

Has anyone ever ran into a problem where the desktop applications functions correctly, but the web version once published thinks the day is tomorrow? This is causing bad data

I have a lot of calculations based on date filters for today, yesterday etc... Also stamped the report with todays date.  But for some reason when i publish the file, the date changes from today to tomorrow.  See attached Screenshots.  I have confirmed all formulas are written as =TODAY() not =TODAY()+1

Any help much appreciated!
