Is there a setting that would allow the Visualization Pane to automatically adjust/fill gaps when resized, see image below:

Yes indeed the more and more Formatting options we get the tougher it gets to access them (scroll bars within scroll bars)
I believe all these should moved up to Contextual Tabs in the Ribbon where you can easily access them and see all options!
One way or another they need to address this though.

Yours is a better idea - moving them in the ribbon and wanted to vote but getting a page not found error when I click on Vote.
This should be an easy one but not seeing this happening makes me think PBI team is kindda swamped with other stuff.

Actually visuals in the visualizations pane will not resize automatically so there will be a big gap between the visualizations pane and format pane. The work around is to manually expand the visualizations pane to a proper size that can display all visuals without any gap. Personally you can also submit a idea here.
Regarding to vote @Sean's idea Move the Format (Paint Brush) options to Contextual Tabs, you can sign in then vote it. I already give one vote successfully.
