I am trying to highlight the amount of the budget spent so far this year. I have my current amount spent vs. my original budget. I am attempting to create a bar chart where the bar is equal to the sum of the original budget and my current amount spent is the percentage of the bar chart. Similiar to the stacked bar chart below, but instead of them being stacked on one another, I want the original budget to make up 100% of the chart and the amount spent to come to whatever percentage that may be. Basically, instead of a Guage I want a Bar Chart so I can include an Axis. So in the image below, I want the black INSIDE THE GREEN and the Bar would only go up to 38m Is this possible?

Maybe you can use Line and stacked column chart or Line and clustered column chart to work around. Here I made one sample for your reference. If it doesn't meet your requirement, kindly share your sample data to me.
A = CALCULATE(SUM(Table1[sales]),FILTER(Table1,Table1[type]="A") )
B = CALCULATE(SUM(Table1[sales]),FILTER(Table1,Table1[type]="B"))
