Is it a matrix? You could use ISINSCOPE() ,such as:

DIVIDE ( [EAC1], SUM ( [Approved Budget] ) )
RETURN
IF ( ISINSCOPE ( 'Table'[Index] ), _per, IF ( _per = 1, 0, _per ) )
The final output is shown below:
