Is it possible to let what-if parameter X filter the range for what-if parameter Y ?
Like so
X = GENERATESERIES(1, 10, 1)
Y = GENERATESERIES(1, SELECTEDVALUE(X)-2 , 1)
The code for Y above doesn't work but I'm sure you can guess what I'm trying to do

As I know, we couldn't use slicer to control the calculated column, so I think we couldn't use slicer to create a dynamic table.

I doubt, But you can try.
Typically if you generate a table, it will take value at that time.
