Using measure within a card (with parameters)

I am currently using a combination of measures and parameters to dynamically adjust values within my pbi report. I would like to essentially read out how much these values have been adjusted by using a card (or another pbi option) but have not been able to successfully find a way to do this. More explaination on what I have been working on and what I want to do below. 

 

1. Existing data: Currently have existing data from 2000-2050 with number values for each year. 

2. Using a combination of parameters and measures the user is able to adjust these number values. Essentially I have created parameters to select the year when this change begins, and a "reduction value" which then decreases the original value based on the user's need. A measure then uses the values set by the parameters to adjust the original values. These values are then displayed in a stacked area chart for years 2000-2050. 

3. Now I would like find the difference from the original (baseline) value from the date when this change begins. When I write a measure to show this I have successfully been able to view this change within a table (using an if statement identifying a specific year where this change happens) but once I put this same measure into a card, the cards value displays as 0. I understand I cannot create a new column either to perform this calculation since the calculation is dependant on a what if parameter. If that was possible I could have simply wrote an if statement for the column and performed the calculation for the specific row of interest and then summed the columnsince the remainder of the rows would be 0. 

 

 

So, from here I am wondering: 

 

1. Is there a way to identify a specific value in a table of measure values, similar to a vlookup in excel, so I can extract one specific number for a calculation? By doing this I would be able to extract the calculations already performed for the reductions from the baseline and would have the value I needed. 

 

2. Is there another way to view only a specific row of a measure within a car. This way I could easily perform the calculation as planned within the measure but it would be viewable inside of a card.

I still have a little confused about your scenario.

Do you use what if parameter?

If it is convenient, could you share the data sample which could reproduce your scenario and your desired output so that we could help further on it?

No problem sorry about the confusion. Here is a link of a sample of what I am trying to do. Hope it clears things up!

In short the two top sliders are used as inputs for the bottom visual. Now I would like to show exactly how much the reduction has happened in the bottom visual through the use of a card.
