I am trying to color a fiscal year chart to show when a contractor used hours worked and when the hours for future months are estimated by deducting hours available to work. Months showing hours worked would be blue and months for estimated hours available to work should be purple. Dragging a value to the saturation field when using a clustered bar chart doesn’t work. What am I doing wrong?

It seems you need to change the color of the chart by some condition. You may try to add the condition with DAX as a column. Then drag it to the 'Legend'. Then you may change the color as requested. Show a sample and some articles for your reference:
