User permissions to allow/disallow report creation (self service)

Hello, I'm looking to upload my pbix file and have users able to access it (happy to pay for licences). Please can you tell me where (if there is one) the user setting is set for allowing/disallowing a user to create reports on a self service basis? (some of our users are semi IT literate accountants who could have a go at self service and some are non-IT literate operations staff who would get into trouble) Thanks, CM
