I am new here though I have been powerBI user for a long time now. I have run into a problem for which I am catering a solution.
So I am creating a dashboard for all the Head of Departments at my organization where there is an aggregated dataset which contains information such as Appraisal Review Ratings, Salary, Employee Names(Row Wise) and other metrics.
The data looks like this
Name Rating Salary Last Promotion HOD ABC Excellent $20000 3 Years Ago JFK XYZ Average $30000 2 Years Ago PFF
Given this aggregated dataset with about 3000 rows, We have 52 Unique HODs and I want to give access to HODS with the view of their team only, Such that if PFF logins, he shouldn't see information about JFK , But only PFF.
I need to understand how can this be done. I have one PowerBI Pro license for each HOD.

You can create a user mapping table with user account and employee and build relationship to specific table.
After these, you can enable RLS based on username to dynamic filter related records.
