Use parameter in mesaures

I'm creating af Power Bi templates, which is going to be distributed to 40 different customer. I order to customized the reports I want to  created a bunch of parameters and use them in my measures. One example:
I've create a parametes call "SR base URL" with a value of "http://www.google.com". I want to create a measure like

RealURL = [SR base URL] & table[id] & "#"

The paramter [SR base URL] is not available in the DAX. Should it be possible to use parameters like this, or are Paramaters only for Queries?

@torbenani , you have to create column that has all three of them in dimension/master table or Data table
