Hi,

With you have a Power Bi Pro license, you can go to powerbi.microsoft.com/ and login to access to Power Bi Service (the portal of the Power BI).

And with your Power BI Desktop, you need to login to publish yours reports.

Usually you just go into the Office 365 Admin center and assign the correct license to the user. If you have a "shadow" tenant, not 100% sure.
