Unable to modify dataset

I built out a report based on a CSV, but I'd like to be able to programatically add rows to the dataset. I'm unable to modify AddRowsApiEnabled setting to True and I can't find any related setting in the desktop app or the web app.

I'm able to programatically create a brand new dataset from the CSV, however it seems to just be a flat table that I'm not able to modify at all, including create the datetime group/bin that allows me to filter dates correctly.

 

Does anyone have any ideas how I can be able to programatically add rows to a dataset and be able to add a datetime bin?

Above is some sample data I pulled into a CSV. The DateTime field is what I'm looking to group. If I import the CSV directly, I have full access to Table Tools/Column Tools and can modify the data as I please. However I cannot add new rows to the dataset programatically, I have to refresh the data using the Desktop App and then publish it.

 

If I use the API to upload the data (using powershell: https://docs.microsoft.com/en-us/powershell/module/microsoftpowerbimgmt.data/new-powerbitable?view=p...), I can connect to it in the Desktop App and I can add new rows programatically, however I have no access to the Table Tools/Column Tools and therefore cannot create DateTime groups.
