Unable to launch PowerBI Desktop x64 in Win10 desktop

I have a user that is unable to launch the app. Three other users having the same exact setup are fine. When he launches, he gets the error:

Hi @Anonymous ,

Can you confirm his account has enough permissions on that device?

When power bi launched, it will create some cache file on system disk, if he not have permission, it may cause the issue.
