Unable to find a database provider

I've read up on how to address the "We were unable to find a database provider with the invariant name "MySQL.Data.MySQL Client".   I've downloaded and installed the required MySQL Connector, and still I get the same error.   This all began after I copied the PBX file to a new location (network drive), so someone can take ownership of the PBI dashboard.   Each time the new owner clicks "refresh" to refresh the data set, this error occurs.   However, if I refresh the data set that is local to my desktop, everything runs fine.

Any suggestions?

I repaved my system, installed the https://go.microsoft.com/fwlink/?LinkId=278885 [ https://dev.mysql.com/downloads/connector/net/ ] -> x86 32 & 64bit | web community | download -> connector/net component, of which there is only a 32bit option.

This error keeps surfacing on "refresh" of data attempts in my existing pbix with a mysql database connection and any attempts to create a new pbix with mysql connection generate a dialog stating "MySQL Database | This connector requires one or more additional components to be installed before it can be used. Learn more [  -> https://go.microsoft.com/fwlink/?LinkId=278885 -> https://dev.mysql.com/downloads/connector/net/ ] which points to the same mysql connector/net x86 32bit install i already have in place.
