Unable to download KoForm.htm when trying to open a pbix file

Has anyone seen this error and can help identify what could be causing it?

Unable to download KoForm.htm from pbi.microsoft.com.  The file we are trying to load is only 146MB. It seems to be utilizing about 3 GB of RAM though.

What is this KoForm.htm? Is it a web content source or a embedded page?

I don't know. We seem to get this when the file gets too large in memory usage. But, we can't fix it if we can't get into it either.
